it's called decentralized and sometimes it's federated depending on the underlying technology. Like peertube/Mastodon/mbin/lemmy are federated using ActivityPub protocol.

While other technologies like torrents are also decentralized, but peer to peer (p2p). And often using a Distributed Hash Tables (DHT). But not federated. I personally like p2p even more.
