Because with Lightning you either sacrifice good UX or permissionless/self-custodial transactions for some privacy (arguably worse in several respects i.e. receiver and network privacy).
I think the ~80-90% custodial lightning users on Nostr and custodial wallet download ratios speaks to the bad UX it has.
You don't have to make that choice with Monero (althought it has other ones of course)
Monero is more straightforward and actually focused on strong privacy by default. Lightning is focused on cheap and fast retail payments with privacy as an afterthought.
It's also not perfectly comparable since Lightning is a layer and Monero is a crypto like Bitcoin. Monero can have layers with the next major update that will be a better comparison. An encrypted base with an ephemeral layer is probably ideal for privacy overall.
