I don't know. Signal is a centralised entity so it's an easy target for such enforcement orders and had an easy answer ("No"). As for Matrix, I guess the Matrix Foundation could shut down matrix.org in select countries (after all it's only a cost centre) while EMS would keep doing business in the same countries (a shutdown would be their customers' decision to make).
The linked statement does hint that customers would probably just abandon Matrix and switch to USA/Chinese competitors.
