JS is a hard requirement for Varvara-hosted programs, it seems. So it’s not fitting my use-case because I want graceful degradation when JS is not there.
Still, I see a virtue in your (emulated/VM-ed executables independent from the Web and runnable everywhere including the Web) approach and I totally recognize it as valid!
