vacuum trucks (aka daylighters) work exactly the way you think they might: huge blower, cyclonic separator (like Dyson knocked off), big tank to hold the dug up stuff. Noisy, but so much safer than excavators. They're surprisingly gentle: I've hired one to unearth fibre-optics that were laid across a field with no protection (ಠ_ಠ). The daylighter unearthed them without even scratching the casing.
