Finland, for historical reasons, is a country where most (white) people (with Finnish passports) trust the police, despite most of the police belonging to the fascist party. There is no organized digital rights work happening in this country (Effi technically exists and is for all purposes completely useless; if you're reading this and from Effi, prove me wrong). While Finland has historically had a strong reputation for freedom of the press, but this is only because the press have never wanted to publish anything the state doesn't like. When they do (a few years ago with a piece about a military research center), the police just show up without warrants, steal hard drives, and charge all the individual journalists with treason, despite none of them being e.g. party to an official secrets act.
