Besides the nanny state I worry about elite panic ( https://en.wikipedia.org/wiki/Elite_panic ). It's hard to be sure whether the "information" you're being told during an adverse event is factually accurate, or whether it reflects elite panic. There's probably a bit of both going on most times.
