It may have been specific to radars, or there may have been exemptions for cellular hardware.

In any case I actually wanted to build a radar with it, so it probably would have ended up being controlled.

I need to learn a lot more about antenna design and basic radar theory before I attempt it anyway. So worrying about the legal aspects this early didn't make sense.
