thinking more about this, I wonder how the sums would fall out if they froze the headline prices and increased only the cheapest possible advance prices and only by inflation?

It would automatically streamline the pricing as the cheapest fares catch up with the nearly-cheapest (taking the same train an hour later shouldn't randomly cost £8.76 more), while nobody is hit with a real-terms increase.
