I've never heard of Pocket Dragon Adventures, but for $1 I'm happy to add it to my "ages 3-8" collection of animated TV series.
I didn't guess late 90s based on the cover, but I swear it's the shows contemporary or just before when I was actually little, but I have zero recollection of seeing that grab me the most.
