If it's underground in a pipe, that means it has a maximum carrying capacity… which means the upstream part is more likely to flood in heavy rain.
And now I'm wondering if my wild guess is right. Did a Google search and, well, yes, apparently it's a problem – but I don't know the area to know whether the flooding is upstream or downstream of this spot.
