I'm an optimist, in that while you're right that they'll always try, I think we might be able to work out mechanisms where it just isn't worth the effort. Bullies always seek weak targets, and if they get muted/blocked will move on.

We have a weak form of that in mastodon - if a troll causes problems, they can get the entire server blocked, and so server ops are encouraged to ban them locally to preserve their server's rep. And - it seems to help? If we could find a way to tie reputation to users and have it affect their visibility...
