Originally most ISPs provided it, but because of criminal stupidity of people posting warez/copyright programs, music and porn most dropped and blocked.
I've not had Usenet access for years. I ran a small NTTP (not re-sharing any wider internet content) on Packet Radio as like SMTP and POP3 it can be text only (no HTML) and very lightweight.
There are still some chat servers.
