Allergies can develop over time. Likewise, new plants grow in new places all the time. So the fact that you haven't had issues before in a place is not necessarily definitive.
The easiest way to tell if it is allergies is probably to take something like Zyrtec or Claritin and see if it helps. If not, don't take a second dose.
