Harris is trying to thread the needle despite the fact that an overwhelming majority of Democrats want an immediate ceasefire. My best guess is that she's actively trying not to piss off AIPAC and other pro-Israel donors. In her interview with Colbert, she's at least saying the right things about wanting a ceasefire and talking about Palestinian suffering.
It doesn't change the fact that Biden is green-lighting a genocide.
