If you have a device that CAN run Apple Intelligence you need to turn this off as well as the general Apple Intelligence setting.
Settings > Screen Time > scroll down to Content and Privacy > turn on Restrictions > Intelligence and Siri > turn off the first three options.
- Even if you’ve already turned it off elsewhere.
- Even if you don’t use screen time.
