People keep assuming for all of these laws that it's a lack of technical knowledge on the part of politicians that cause these laws to happen.
It's not that. That's true, sure, but it's unrelated.
It's that they don't care.
People keep assuming the VPN bans or "you still have to verify age of Utah citizens even behind a VPN" solely come about based on a lack of knowledge but the real point is establishing consequences to prevent the things that can't fight it from existing to begin.
They'll decline to go after the porn websites they as lawmakers use themselves, but will instead hit up independent things that can't afford to fight back and will just close when contacted -- places like independent social media, small websites providing information to queer youth, and other small sexual health websites.
