I bet we could do, like, 90% of this with a hacked up version of RSS or Atom feeds with RDF metadata, static served, and you post using a nice little client program someone cobbled together in python. You host all your shit, you can reply by basically copying the post and adding your reply to the end and if the person was interested in what you have to say they subscribed to you already and they'd see it. Idk how the harassing strangers part will work but I'm sure someone can figure it out
