Sadly the UK mindset is that public transport is a cost to society not an enabler. If public transport is a reliable, reasonably frequent and cost effective service, then people will use it. London is a good example of this.
However, looking at rural bus routes - 1 bus per day etc. then it makes it less likely people will ditch the car and rely on public transport
