The only place I've met people who talked about the fast-track was when I lived in Edinburgh, after securing a job outside of it! In the four or five other places I've lived nobody ever spoke of it, and I doubt most know what it is.

Such a facile rule ignores actual circumstances of candidates. The difference the few years between 14 and 20 can make to family circumstances; redundancy, ill health, death, divorce.
