Making a movie game is harder by definition: A good chunk of your budget is just used to pay for the license.
Also, when you're making a new game, you can massage the story to fit the game-play mechanics. In a licensed game, you are restrained by the movie's already-established world.
Even game sequels have the advantage that the world was already designed *for a game in the same genre*.
