Sadly, problem not solved.

First, you are talking about a region where water is actually a major problem - even though the "Great Lakes" sound great on paper, surrounding urban centres are drawing more water from the system than is naturally being replaced. All the great lakes are trending lower over time. It is not being addressed because the lakes are shared with Canada, and that means federal negotiations, and the USA has, traditionally, not done this well.
