Even though Hungary has announced its withdrawal from the ICC’s founding treaty, it won't take effect until June 2026 under Article 127. In other words, Hungary remains treaty-bound to arrest Putin upon his arrival in Budapest. Of course, Orban welcomed Netanyahu in April with full military honors.
