I think if a powerfailure is just a flicker a surge protector can keep a PC powered through it. Otherwise it's not unheard of for PCs to restart rather than shutdown with a brief power interruption. I've always wanted to invest in one of those battery bank surge protectors that let you unplug your PC for a minute or two to switch outlets or allow a generator to turn on.
