remember in shadow land trust law: the real provable title holder is the owner. somewhere in the un policy, there is a section which discusses reverting properties to owners in a conflict situation - colonial rule shadow law states the oldest but not expired contract is the valid agent; if all shadow law has expired, the nation is independent. if there is an actual deed without a ground lease, and no sale has ever taken place, the land is owned by the deed holder.
