The list on contextvm.org isn't manually filtered, it just pulls from whatever relays are configured in the web app. You can see and change those relays by clicking the relay icon in the bottom left corner of the site.

So if you announce your server to the same relays that the site is watching, it'll show up automatically. If you're announcing to different relays, it won't appear unless you add those relays to the site's configuration.
