"prescriptive" is irrelevant, because power doesnt care.
Science knows a lot of things but power and politics does not care.
Politics does not care about better voting mechanisms. Politics does not care about "political science" and how to properly structure politics.
The financial system does not care about MMT insights or how to structure the economy properly
MMT describes our current monetary system, but we can change it. It doesnt have to work this way
