it's not really though. Your Uni needs some promotion criteria and it needs to be tied somehow to scientific output, which is fine. Promotions do increase salary, also fine. It's tenuous whether IF is definitely used at your Uni to decide this, but even if so, there are many factors that go into a promotion decision. So IMHO it's a long way from 10,000 yuan x 1.5 x IF bonuses per paper.
