The law is not some software that the hardware of the state mechanically executes.
Law is the formalization and codification of power.
It is interpreted by those in power to constrain some and privilege others.
It should never come as a surprise that those in power seek and find some tenuously-plausible interpretation of a law to suit their needs, no matter how self-evident the plain-language reading of the law might seem.
