This from the report piece is critical:

In 2024, at least 103 human remains were found on North African shores not linked to any known shipwreck, indicating likely invisible shipwrecks.

Because it’s consistent with this map of Mediterranean human trafficking routes which are 100% built on the assumption that the small boats only sail 40 nautical miles (60 km) from the coast - out of minimum 300 km needed for the actual crossing to closest EU territory.

And the expectation is that then, just outside of the territorial waters of Tunisia, they should be picked up by the “rescue ships” who should taxi them the remaining part of the route, pretending it was a “sea rescue”.

If they don’t make the 60 km or they are not picked up, they do sink and their remains are washed out on the closest shore which is the same Tunisian shore where they started from. All this happens hundreds of kilometers from European continent, which is then cynically blamed on “fortress Europe”.

Once again, this has nothing to do with “refugees” because there’s no war going on in Tunisia or Morocco. This is 100% commercial human trafficking, in which unfortunately “rescue boats” serve as a convenient taxi service who cynically deliver their customers to Malta or Lampedusa, dumping them on tiny islands only because they’re formally EU territory.
