From what we see, people don't actively think about it. Removing discount is a must. All existing implementations violate the rules. We need a new discussion and consensus to restore out property rights.

As of now we are actively exposed to this because 1/4 witness discount supported by all codebases. Spam is just one symptom. "Bear market" is a fiat version of this. Chain exceeding 1TB is another more real symptom. The root cause is witness discount paired with a bigger block. We must return to 1MB and no discounts.
