The JiT philosophy depends on regular predictable arrival of stock and demand. But demand/need in health care is both clustered (infectious causes) and random (though not actually memoryless) and affected by seasonal factors. All told the modelling of it is a nightmare. Not even telecoms companies manage the new year's eve rush, which is predictable and inevitable. Often takes days for texts to arrive! And the peak demand moves location in a defined way. Health care is much harder.
