Note this does not refer merely to discussions. It refers specifically to prosecutions and prosecutorial decisionmaking. The President can decide who to prosecute. The Constitution, Roberts claims, vests all decisionmaking power surrounding prosecutorial choices in the President, as a "special province". *For that reason* it falls within the "'conclusive and preclusive' Presidential authority" + commands absolute immunity. 3/
