The word scam is thrown a lot in Bitcoin community, often without a good reason. Selling pointless jpegs is just not a scam, at least on its own. Scamming must involve some deception, imo.
Even in shitcoinland lots of projects are stupid and misguided but not really scams. Plenty are, but not all.
