It's not a beta of RHEL. The beta of RHEL is...wait for it... actual RHEL Beta releases. Like RHEL 9 Beta in 2021, or RHEL 10 Beta coming soon.
And not similar enough? The only differences are the features and fixes planned for the next RHEL minor of the same major. C9 is basically RHEL 9.5 right now. Software version wise, it amounts to 5-10% difference. I've measured it over time.
