I've had to re-read even this clarification a few times. It seems to suggest the opposite.
To me it's unclear since policy is already devolved to servers and the unkind reading is that a server here means the *server software*. Which is still policy, it's just the opposite policy of "devolved to the server" (human).
I look forward to your next iteration on this point as it is at least *interesting*
