One vote per property owning family unit.

You must own a stake in the country to have a say in the direction of the country.

The renter class is too high time preference to make rational decisions about the future of the nation.

It's largely why this type of democracy doesn't work. There are a few things I would consider:
Minimum 25-30 voting age
Employment
Land ownership
Marriage
Failing that, repealing the 19th.

Voters need to have some stake in the country, and if they want to vote they have something to work towards to earn that right.
