I suspect Mrs Thatcher's single minded and obsessive denigration of Local Government and public services has a lot to do with it. The trust government had post war was hard earned by not reacting as UK gov had in WW1 but instead involved everyone in the effort, and the officers learnt a very clear message their lives depended on the other ranks. That generation has gone now. Their successors think they are entitled to rule exactly as Charles Rex primum did!
