I'm not sure that spending on AI could fight any specific country. It's more of a corporate race to the bottom.
If we don't have a breakthrough or two soon to achieve AGI, this AI bubble will explode. Everyone who's ever invested heavily in AI will be burned so bad, they'll never invest in it again.
Unless we built up significant infrastructure for power and compute before the bubble pops. We'll be left with excessive resources of both.
