I think GW are doing paint sets for the Stormcast and Skaven, which have a bigger selection of paints in them. The new starter set will be great for getting people into the hobby, they will be able to paint the models to a very basic battle ready standard, which is all a beginner needs. It's probably smart business as to get them looking better will require buying a paint set, or at least additional paints.... so a smart business move
