I never liked the hierarchy of Urbit, even though I understand Curtis's view of the world, but as you say the flaw is who decides who are the worthy elites?
I am going with flat hierarchy at the ID level, all can be encoded like Urbit planets (but go up to trillion)... But I will take care into making it manageable for servers to register in bulk and provision to users, then transfer in bulk again.
The way you register is you just make a transaction on Rootstock (just a DA), which naturally also rate limits the namespace exhaustion.
Names can't be shorter than a planet, even if the ID is zero, and the ID is random from the block hash... So really not much reason to race other people. I am aiming for 100s of years of registration which still allows for millions every year... Bluesky didn't need more than 50 Mil so far anyways.
