The people stealing the money are not the ones in debt. The ones getting robbed are the ones in debt. Because it's slavery.
The more they steal, the more in debt you are, the more you are enslaved. There is no disincentive for them to keep selling their people into slavery, in fact it's extremely lucrative for them.
