Guix is an OS that uses proprietary restriction schemes (a CoC) and unsurprisingly, they don't bother to remove identified proprietary software - kate >25.08.3 is proprietary software due to a license change in a 3rdparty library, which was reported on the 26th of January, but they've gone and updated to; https://packages.guix.gnu.org/packages/kate/25.12.2/ which is still proprietary software.
