When Minnesota deploys troops to protect ICE, those troops do not constitute a neutral force. A neutral force would be acting to protect *any* person from violence. Those National Guard troops are deploying to protect ICE at Whipple; they are not out on the streets protecting people like Renee Good and Alex Pretti.
