I think you failed to understand the point about mixed jurisdictions here.
If you must report when someone is committing a crime, it stands to reason that the person must be doing something that is a crime IN THEIR JURISDICTION. If you report someone in another country for violating a law in your own country that isn't a law in their country, that isn't an actionable offense. You would be wasting police resources to report such a crime just to comply with an interpretation of the that goes against the spirit of the law.
No one is going to be incriminated for failing to report something where nothing can be done about the report.
