No, not at all. Not according to average people, and not according to established international law. According to the Geneva Convention occupying powers are legally required to provide food and water to civilians, and Israel claims to occupy parts of Gaza but is not providing either. Obviously Israel and the Western governments backing it are hypocrites which part of why people are so outraged.
