The systems works very hard, as your article points out, to insure that other ethnicities are more illiterate than whites.

Also, albeit she may be bigoted, she doesn't possess the power component over white people to be racist. Maybe if she was in India and just went a long with their racist system, you could term her that, but not here as it pertains to white folk.
