I think bringing it in phases has been extremely beneficial. By letting both young & older folk have free journeys it’s helped to shape habits and also perception of the general public who don’t receive free bus travel. The value of these services on a larger scale are being appreciated, it should be free for all and we need to push for this further with better frequency and night busses.
