I think this is partly correct, people care about their own village/city the most.

But while they don't often care directly about what happens in other faraway villages, they care generally about what happens in their state/country.

Check out the swiss direct democratic system, in which decisions tend to be made in the most local way possible, and where villages/cities therefore have a lot of decision power. Nevertheless some decisions are relevant for a larger area or even for the whole country, and people still definitely care about those items.
