Tribal leaders I spoke to said Interior's report is the culmination of decades of tribal work, relationship building with non-tribal municipalities, litigation, and cooperative agreements. And it’s just a step. Hopefully the report opens the way for federal actions that can walk back some of the harms of the dams.
